Eye of the Winter + Elemental Storm Bug

The Gem "Eye of the Winter" states that it: "Gains 50% damage as the corresponding type when passing over a ground surface" this 50% damage does not seem to be applied to the spell when passing over a "Elemental Storm" from the Stormweaver ascendancy, which would indicate that "Eye fot the Winter" does not read it as a ground effect, which it clearly is.

This also leads to a question about stacking ground effects, since it doesnt read "Elemental Storm" as a ground effect i havent been able to test weather 3 different ground effects, (Lightning, Fire and Cold) gains "Eye of the Winter" 150% of damage... and the gem does not state that it limits the increase to types of ground effects, so triple stacking ground effect should in theory work unless the tekst on the gem is changed to specify that ofc.
