Act2 Cruel , quest: The City of Seven Waters

I was playing with a friend that hade some more progress than me.
And i did pick up the reward from that boss that he already did (one of the rings). since those chest where there i just picked one. But it seems to have bricked that quest.

So now i cannot complete my questline since the boss doesn't spawn and i cannot get the reward for killing Azarian the forsaken son. That doesnt appear.
I've tried to reset instance, restart the game, wait for ~9 hours until trying again but its still the same result.

Is there anything else that can be done to reset the quest so i can complete it and progress. Kind of fustrating that my friends can go along but im stuck.
