GGG tend not to ban IP's for an individual account as a ban like that can be bypassed by a VPN
The only ones i've seen are part of a larger action where a geological area or a specific VPN get's targeted because of a high volume of cheaters (bots/rmt accounts) Email support, tell them what is happening and tell them you have not made any characters yet, then wait for a response (it may take over a week but don't try to bump the email by sending more, it resets you position in the queue each mail) Ancestral Bond.
