how the hell I can get one?

I wish they were visually more recognizable. If you mapped for quite a while there's a big chance you simply missed one. Yesterday i found the iron citadel and it was pure chance that i didn't miss it since i didn't plan on going that route and visually there was no indication that it was a special map.

You need to path away from the starting location in a cardinal direction 10 screens. I used t1 maps to zoom this task and only then did I start finding citadels. GL Exile!
