The reason for this seems related to the crafting and new tier changes in PoE2.
Flat Life values on equipment can go much higher than is previously known and the redesign of the crafting table allows for an even higher value.

I can't find the screenshot of the new Crafting Teble ranges but it had 256 HP on the higher end or so, hopefully my memory doesn't fail me here.

Cheerios~
They took them off because everyone complained you had to take them on virtually every build.

So now to achieve a decent HP pool instead of just clicking on nodes, you have to roll pretty decent gear to get out of 2-3k hell up to around 5k, requires a lot of soulcores, extremely well itemized gear and whatever else.

Problem is unless you are turtle charm warbringer with svalinn, armor + hp is just godawful for defense. And all the managed to do was make it so now instead of just investing in HP on the tree, you have mandatory defense scaling nodes you have to grab, you are not getting past level 8X going a full damage whatever tree, you have to scale eva, armor, es, block whatever instead via the tree.

And because the genie is out of the bottle in terms of getting HP on gear, they can't really buff it so every casual/new player that is primarily focusing on life base is just going to have to eat shit with 2.5k life or whatever because if they add life on tree you are going to have people with 10k life at the top end and like 1k hp regen and be virtually unkillable.

Instead of doing the obvious that would be to add a bit of life to each side of the tree ...
The solution to this is make each str add a bit more hp than it now does, and somehow mitigate this on str + int builds, for example each int reduces how much hp each str gives.

Currently all top 100 players in HC SSF have ES, not a single one plays without it -> this means balance is needed.

Str stacking is already solution for this and its bad one.
If they really want to fix this issue they need to increase life we get from levels and life we get from gear.

It's not a solution for anyone else expect pure str.

Str + dex and pure dex are currently too risky due to slams.

There is no way have a passive tree to survive them.

This makes you dependent on life gear, whereas all classes with with int has the option to go both es and mom.
But its a fair point that more hp for str would not fix it for pure dex characters.

So if thats the way, more hp for dex as well.

Honestly that would just mean that we would now stack dex instead and I dont think thats a good solution either. Something like this would only work on some builds but if your trying to make something little different you would run into this problem again.
They just need to fix life values on items and up the life we get from levels and it would be fine.
