Rising Tempest with Heralds?

Rising Tempest support gem says 12% more elemental damage per skill of a different element.

Do Heralds affect that? If you had all three Heralds would the supported skill get 36% more elemental damage?

Or maybe because it's a "persistent buff" and not a "skill" that it won't work?

Supports Skills which deal Damage, raising Elemental Damage dealt for each Skill used Recently of a different Elemental type. Cannot support Minion Skills.

Heralds are skills but you use them only once (on activation).
This means "for each Skill used Recently ..." condition won't be met.
