Skill missing from menu?

Im lvl 46, int 112, st 78, dex 81, skill gem lvl 11, im a witch and im looking for cast on freeze...but it isnt there to choose!!!! my last 2 skills lines are Firestorm, Comet, Ball Lightening, Eye of winter, Flameblast, lightening conduit, Temporal chains.....where is cast on freeze?????

Cast on Freeze is a spirit gem and therefore requires an "Uncut Spirit Gem" of at least level 8 instead of a regular "Uncut Skill Gem" to unlock.
