Long load times on game start and area transition

In recent days, i have been experiencing extremely long game load times, (3 mins +) and long area load times (2 mins plus). This is all areas, and especially into waystone loactions.

In game i am also experiencing performance issues, lag and framerate drop especially

This has been worsened recently, and was not a problem in the early weeks of the EA ("early Access") Neither was this ever a problem on POE 1.

My system Specs:
13th Gen Intel(R) Core(TM) i7-13700KF 3.40 GHz
NVIDIA GFORCE RTX 4070 Ti
RAM: 32.0 GB (31.8 GB usable)

In game setting have been changed and multiple options attempted, after reading many solutions posted these have all been attempted with no change identified
