What skills create Runic Inscriptions and how can you tell without using them?

I know from some online searches that curses create runic inscriptions because it's the only way I've found to add the support Burning Inscription.

Are there other skills that create runic inscriptions?

Is there any documentation anywhere for what a runic inscription is or how to tell if a skill creates/uses them?

I believe it's just Profane Ritual and Bone Blast, aside from the curses. Oddly, I don't think Sigil of Power counts as a Runic Inscription.

Is there a way to tell that's how they work (text, tag, etc) or do you only know from testing/using them specifically?
