X% increased Fire Damage affects melee skills? (with fire dmg added)

I have an ignite titan with melee skills, but weapon has x to y fire damage, and have burning strikes (gain 12% of physical damage as extra fire damage). Is 25% increased Fire Damage modifier on a ring affects my fire damage? For me it would be logicaI, but i found in search that this mod affects fire skills only.

Ring and Necklace damage increase mods are generally a global (not local) thing. That means something like "10% increased fire damage" on a ring will increase ALL fire damage from ALL sources on that character. The exception in POE1 was minion builds which required minion-centric damage/defense mods, but I assume that exception is also present in POE2.
