Omen of Whittling says "remove lowest level modifier"
What is the lowest level modifier here? Does the "level" mean Tier? Or the numeric value? i`d like to remove the intelligence.

Omen of whitteling will remove the affix with the lowest level requirement. Your Int roll does have a lvl requirement of 11. Your spell damage roll also has ilvl 11 as requirement, so it could be removed as well.
However, Omen of whitteling are currently 8.5 div. You'd be much better off buying a better focus on trade for far cheaper.

Sure. When you go to https://poe2db.tw/us/Foci#ModifiersCalc you can see the different affixes that can roll on Foci. Click on "Intelligence" in the suffix list and you'll get a popup with the different tiers that can roll, their names, the ilvl requirement and ranges they can roll.
Find the roll of the affix (9 here) in the list, which tells you it's tier 2. Tier 2 has an ilvl requirement of 11. If you do the same for all other affixes you'll find the lowest ilvl affixes them and you'll know which ones would be removed. In this case spell damage and int both have an ilvl requirement of 11 and it's chance which one would be removed.
