Skills locked after opening strongbox

Bug:
I encountered a white Blacksmith's Strongbox and used Transmute > Augment > Regal to add mods to it:

- 39% Increased Quantity of Contained Items
- Freezes You When Activated
- Guarded by 2 Packs of Rare Monsters

I had a Thawing Charm equipped, so I opened the Strongbox and the charm activated to prevent the freeze. However, I was then unable to activate any skills on my bar, though I was able to run. I had a nearby portal, so I entered this and upon returning to the map I had full control of my abilities again.

I seem to be still getting this issue still. Have to relog every time to fix it.
