skittering catalyst (speed mods) doesn't work on ''Skill speed'' modifier

Example - Rondel of Fragility, skittering cata does nothing. Also elemental quality makes -all ele res debuff WORSE instead of reducing it. There's no way skill speed is not a ''speed'' modifier.... right??
