Can't finish cruel act 2. Bug help

Hello, I'm stuck on cuel act 2. I tried redoing the Ascent to power quest and The trail of corruption quests multiple times but I've had no luck. At one point, I did have the horn and it just wouldn't blow. I redid the quests making sure there was nothing I had missed. Now my horn is completely missing and I don't know what to do.

Please help!

Ignore that quest, you don't need to do anything there. It will stay like this until you get 3rd ascendancy I think.
