replica badge issue

hi
i was trying to make a build around replica badge. the idea was to get frenzy charges and have permanent endurance charges with exarch mode on my chest, generating endurance charges every 15 seconds. plus charge duration on the tree

but - on bosses and rares i loosing all my endurance charges
i also generate fortification via melee hits fortify on tree
could be its not usable with fortification or something?
im not using fortify gem.
