The Mad wolf of ogham

I have completed Act 3 on Cruel difficulty, but I cannot access the Atlas because it says I haven't finished the campaign. It keeps giving me this Normal Act 1 quest: "The Mad Wolf of Ogham: travel east" (but The Hooded One no longer provides the option).
