Unable to Use Level 20 Spark Skill Gem After Using Level 1 Spark Skill Gem

I encountered a bug with Bloodmage where the Level 20 Spark skill gem becomes unusable after using a Level 1 Spark skill gem.

Specifically:
After equipping and using the Level 1 Spark skill gem, the Level 20 Spark skill gem cannot be used anymore.
Even when the Level 20 gem is equipped in the skill gem slot, I cannot assign it to any hotkey.
The tooltip no longer displays DPS and information of the Level 20 Spark skill.

This issue severely disrupts gameplay. A swift resolution would be greatly appreciated.
