Trading Bug Missing Skill

Hello,
I'm currently having an issue with either the trading website or a specific item. I have tried buying a few chiming staffs from the trade website but my issue is:

1- The staff on the website states that the staff has a level X sigil of power skill

2- I whisper player and follow the trading process. However, when I inspect the staff in trade, there's no sigil of power skill. Even if i accept the trade, it's still does not grant the skill so i can't use it.

Note:
Staffs that I loot from the floor have the skills. Additionally, I was able to buy a random staff from an NPC until I got lucky and got one with sigil. I hope not to waste all of my gold on buying staffs and hoping for good stats with crafting. I'm not the luckiest person. Sometimes the skill is shown on a staff on the trade website and sometimes it is not. I'm hoping it gets fixed.
