UNSTABLE FPS, VERY BAD PERFORMANCE, OPTIMISATION ISSUES

Hi,

I've played for a while now but in the last couple of days, the performance of the game has gone swiftly and significantly downhill to the point where gameplay is no longer feasible for me regardless of what workaround I've tried by searching for similar issues, for reference I'm playing on:
Ryzen 1700x
48gb ram
3060
AB350 K4 mobo

I've tried the below:
* in game settings (all combinations of all settings literally including dx11, vulkan etc.)
* graphics options settings (hig performance, selcting the gpu as the preffered one etc.)
* reinstalling
* deleting shader folders
* using the power plan method (which worked for about half an hour and then the issues returned regardless how many times I've reset and reactivated the same method it just doesn't work anymore)
* disabling C-states completely in bios
- Process lasso approach
* since I've noticed that sometimes gpu-z shows 16x 1.0 instead of 16x 3.0 which the above hardware supports, I've also tried to force the pcie slot to just use the 3.0 however the bios setting only allows the 2ng gen setting which forces it to 2.0 and performance is not improved at all
* then I thougt eventhough I only have a 60hz monitor, there may be some throttling service and switched the nvidia LS to manual essentially preventing any gsync to kick in to no avail

from observation, it appears to me that at some point, the balance of utilisation of CPU vs. GPU on the inhame graph becomes unstable and kleeps self correcting/fluctuating wildly causing massive stuttering and lag, this intially appeared to be correlated to the shaders, then there was an instance where the game ran for about 10 minutes at good 60+ fps as before with small amount of lag and at some point during a map completion the performance became unstable again.

While messing around with process lasso, there were multiple instances when performace was significantly improved for a short while while tabbing in and out of the game and literally changing any settings anywhere. This perfomance improvement lasted approx. 1 minute.

There were also two types of perfrmance drops, first where FPS would seemingly cap at around 30 and second where it fluctuated rapidly between 0 and 60 causing massive stuttering.

I would appreciate if this was further investigated and a solution was reached preferably with the assistance of the game developers as well as any advice anyone may have at this point.
