Anoint Pure Power not working

I anointed this amulet, it accolated pure power, but it says that "do not meet requirements" which is less than optimal. Unsure what is wrong, but its the cap on my damage plan and cost 4 divines to put together. Wondering if someone can help or if its a bug.
