Why does act 3 not have a node for Past AND present Ziggurat?

It is beyond frustrating when you finish the story line and can't go back to the hub, can't help my family, or friends. I keep getting stuck in places that require multiple map jumps and utter frustration.

I truly hope there will be a map location for past/present in a separated fasion.
