Unable to perform League Migration

I want to move character from SSF league to Standard league.

Clicing "League Migrations" results in no reaction and small text "There are no available leagues to migrate progress from".

I've read through forum, and it was solved once, and worked for some period of time. It does not work.

Could you move my characters to "Standard" league?
