PoE2 What does lucky effect?

Hi, can anyone please help me a bit here?
I am picking the skil "Lightning Rod" (Lightning Damage with Non-Crit Hits is Lucky).
What does it effect? I see some people say it does not effect the crit chance, so non crit-hit will never crit.
What about blind? If a lightning attack has a chance to blind, does lucky effect that roll?
Or ailment? If a lighting attack have a chance to add chock, does lucky effect that roll?

Or does lucky ONLY effect the non-crit damage and that alone, and uses the highest damage roll?
