Allow Buff Skills to Utilize "Used with Weapon Set" Checkboxes

Please allow buff skills and non-attack skills to be cast only with specified weapon sets via the "Used with Weapon Set 1 & 2" boxes.

Endless applications for this that cut down on laggy weapon swap tech, especially in group play.
