FPS ISSUE WITH RTX 4090 under 80FPS

My specs: RTX 4090 Phantom AMD Ryzen 9 7950X Ram 32 GB 6400 Mhz I have perfomance issue only in this game i only recive not more than 80 FPS What i tried: -Vsync off -Resulution downgrade -set the app in windows to high performance ---------------------------- Does someone have an idea what the problem could be?
