Modifiers to minimum/maximum damage ranges apply inconsistently

Heft and Ryslatha's Coil applies before conversion, as it did in POE1, allowing to remain effective even if converted.

This means despite having the same wording, they apply inconsistently, especially considering POE2's conversion changes.

It should only apply at one point in the damage order.
