Cold damage prevents ignite

My build is heavily relies on igniting enemies (but mostly their corpses). I added like 10-15 cold damage to my gloves, and now chance to be ignited dropped from basically 100% to less than 50% I think, because enemies are shattered now instead of being ignited. This interaction is wrong, right? Random piece of cold damage shouldn't prevent ignite. In the other hand, shattering doesn't suppose to leave corpses, and if enemy is frozen, it supposed to be shuttered, so not even sure how it could be fixed. What do you think? I think I will have to change gloves now, but this problem just looks weird for me.

I think it would make more sense if the highest element would have higher chance to have effect. I have like 20 times more fire damage than cold, but cold alignment usually prioritized.
