Fervour/Resonance Passives Malfunction

First would like to say sorry if I misunderstand how these nodes are to function and if that is the case I would greatly appreciate anyone's input to help me understand that better but, from how they read it seems like if you had both nodes selected that you should end up with 5 power charges but you only end up with 3 after I tried accomplishing such multiple times. Maybe it's a bug or just not working properly together? Or maybe my ignorance in how they function entirely lol. Thanks for anyone's time looking into this :)
