PoE 2 stuttering on console

I'm playing on an Xbox series x with default settings. The only gameplay settings I changed was to disable chat. While playing the game stutters. That is my character freezes for a few seconds then catches up to the input controls.

Fixes I've tried:
-reinstalling game
-turning down graphic settings
-disabling crossplay
-clearing saved data
-resetting router
-confirming with ISP that my connection and speeds are good.

Fixes that work (temporarily):
-resetting the xbox without deleting games and apps.

This solution works temporarily for about 30-60 minutes of gameplay. Then the stuttering starts up again.
