Weapon auto swap not working

I am playing on Xbox series x

I am playing a ranger and using a bow and quiver in set 1
I have a crossbow in weapon set 2 and purchased galvanic shards for the crossbow and equipped it, I then hit ‘a” on the skill and went to skill options and it shows the skill is only selected for weapon slot 2 all of my other skills(bow skills) are showing as selected only for weapon slot 1 so all seems ok. I also put the galvanic shards skill on my rb button. The skill says it need 40 strength and 40 dex to use and I have 49 strength and 83 dex so it isn’t that and level 31 yet I am level 34.

However when I press any button for my bow skills it works just fine, but when I press the rb button for galvanic shards nothing happens it doesn’t fire the skill no matter how many times I press the button(so it isn’t a reload issue)l I don’t understand what is wrong as I believe the skill activation by pressing the rb should auto swap to the crossbow and fire the skill, then if I use a bow skill, it should auto swap to my bow or am I missing something here? I’ve watched youtube videos and they show it working on pc by doing the same steps I have completed but mine does not work. In addition if I key bind swap weapons and do it manually it still does not fire. Please investigate and rectify.kindest regards
