My character slowed down drastically with no curses or map affixes

While playing a lvl 4 map, my character all of a sudden just slowed down to slower than normal speed. My character has +30% boots so I move pretty quick. Mid fight, my character played as though I had no boots with a slow curse or something. I was much slower that a starting character. My attacks were super slow, my walk was super slow, everything about my character was slow, yet all enemies and rendering was normal.

Has this happened to anyone???

Same issue since yesterday.
It's like a constant chill. No map modifiers and no curse.
I have to quit my map and return into it for my character feels normal again.
