POE2 - Voltaic Mark only affects one Shock with Strike Twice

With the Stormweaver's Strike Twice passive you can apply 2 Shocks at a time, but Voltaic Mark only increases the magnitude of one of them.

If this is an intended interaction, the wording of Voltaic Mark should be changed to make it clear that it works this way.
