Too many enemies required to hit map level req.

Unless I literally kill EVERYTHING in each map, I end up much lower in level. Killing everything, I end up around = level or 1 level above. If I kill what I see, I end up eventually, 5-6 levels under. The exp from enemies is too low. Needs at minimum 10-20% increase. Through campaign that is.
