Stash Quick Move not available out of town

I'm not sure if this is a bug or working as intended. If it is working as intended please change it. While using a stash not in a town like outside Chaos Trials, instead of Triangle being "Quick Move" it is drop causing you to have to click and move every single item which is mind numbingly annoying.
