Trying to give my auto-created account an email.

So I bought game on console and it auto created an account with my Xbox account email and I wanted to connect it to my steam account so I can cross play but now my accounts have different login details and when trying to change emails for either of them I get 'Rate limiting active. You must wait 120 seconds.' is it possible to merge these accounts or something so I can cross play on pc and Xbox?
