Dual wielding with one stabilising sceptre

Hi everyone,

I'm planning to play a character dual wielding with Elemental Hit. I've seen that stabilising sceptre grants Elemental Equilibrium, however my question is, is it a local or global modifier? Meaning, if I equip this sceptre with my main hand, will my off hand benefits from it as well or not? Thanks.
