Bug - POE2 Monster not targetable but can shoot me down (feels like he spawned underground)

The rare monster required for completion somehow spawned weirdly, it can attack me but I cant attack it. I tried aoe attacks on the ground and still no damage was done to it. Funny enough I too experienced this exact thing on the exact same map today. I tried the same things too. wasn't able to kill it.

Looks like same mob, same map. Vaal Factory. Archer type guy. Mine is the rare thus preventing map completion.
