DEBUFF PLAYERS HAVE 40% LESS COOLDOWN RECOVERY RATE

I believe this debuff has a very high chance of appearing on the waystones, GGG. My build uses two skills: Frost Wall and Fireball, and when I get this debuff on the waystones, it becomes very annoying and exhausting to complete the map. Please review this horrible debuff. You are ruining the gameplay; instead of it being fun and progressive, it feels tiring and boring

Ive seen it above 80% in super juiced waystones, pretty funny stuff.
