How people get t16 non-corrupted waystones?

I heard its a bug from the Arbiter. If you kill him with 3+ difficulty on your atlas passives it will start dropping 16 waystones. I didnt test it yet, but it was a few of the vendors told me.

Does this mean you can corrupt them to 17?
