Is hammer of the gods bugged in Poe2?

I've noticed that even when I hit enemies square in the middle of the ability that they won't take any DMG occasionally which doesn't make sense as the move can't be evaded as stated by the abilitys description and there's no way that I did 0 DMG either

I’ve noticed the same if the enemy is on a terrain that is slightly angled. I had a rare during a map and it took forever to kill because none of my abilities hit due to terrain.
