Why Brute Strength do not have an "Emotion combination" ? Is it a Bug ?

All "per attribute" notables have emotion combinations, yet Brute Strength do not have one.

Yeah that's an oversight, all notables should be instillable.

There are ten emotions and 600+ notables on the skill tree currently. In PoE1 ten oils would give only 220 combinations. Turns out the order of emotions matter in PoE2, so ten emotions give 1000 combinations.

Check for example
High Alert (Ire, Ire, Greed)
Defensive Reflexes (Greed, Ire, Ire)

IS this still bugged? or ment to? Also, why does it has such penelty compared to pure power? Even with that major update, lightnings builds are probably the best and its getting Meh tbh...

Brute Strength is not the only notable that can't be instilled, there are also Finality, Resolute Reprisal and likely a few more. Another one was fixed in 0.2:

Nothing indicates these notables are intentionally "emotionless". The only factor that limited some notables from being annointable in PoE1 was lack of oils -> combinations. I hope that's not the case, but this targeted fix for Unhindered gives the impression that GGG can't just sort down uninstillable notables (+ exclude the starting ones) and fix them, so we should report each.

Notable Passive Skills in the starting areas of each class can no longer be instilled (or found on Unique items like Megalomaniac). This does not fix existing items where instilled notables in the Sorceress/Witch starting area could display incorrectly on the item due to the notables being different on Witch compared to Sorceress and other classes.
The last part reminded me that the initial plan with the starting areas was that each would have 3 versions: for the starting class A (Raider, etc), for the starting class B (Huntress, etc), and for the classes that don't start there (Monk, Warrior, etc). The intention was to make the starting nodes meaningful/strong but not for stranger classes. Currently only Witch and Huntress have exclusive nodes, other classes share the same starting areas and can take each other's bonuses in full.
