Waystones need a buff

So waystones stop dropping at T4. I’ve done at least 40 I’m may way to T4 and some extras with a party and around T3 I stopped getting them regularly. They drop even less when playing with a party which doesn’t make sense. Even doing blue and yellow way stones they stilll aren’t dropping. I’m now in to T4 and I’ve got 1 true 3 to drop with no modifications. I spent my atlas points to up quantity and quality of waystone and it seems to have done nothing.
