do Exalt still drop?

They said we would get somewhere around 5 exalt per act otherwise it would be considered a failure on GGG side. Well I gota say this is a HUGE failure...

I'm on cruel difficulty campaign now in the middle of act 3, I just drained the lake. I was in act 1 the last time I saw an Exalt drop. No exalt at all for the entire act 2 and half of act 3. How much longer till it drop, will I ever get one, only one before I complete the campaign? This is just insane.

5 sounds about right, 2 rare items to 6 stats per act. I'd believe it

No exalt since i started cruel and im almost done in act 3.

I have tried farming yellows and some bosses.
I would say nothing in 35+ hours with a rare find bonus of 45 to 69.
