Lightning Rod and Fulminating Concoction

I would like to know if the Lightning Rod node works with the Fulminating Concoction skill. I am wondering about the word 'hit' mentioned in Lightning Rod—does the Fulminating Concoction skill count as a hit even if it’s a skill ?

Fulminating clearly states it inflick lightning exposure on hit, so yes it does hit.
