Act 1 Cruel to Act 3 Cruel gear progression doesn't feel good

I'm not sure if this is something to do with them being Cruel Acts instead of regular acts, but the amount of rares dropping feels extremely low. The amount of regal orbs and exalted orbs dropping feels very low as well.

Consequently I've been searching for gear upgrades to no avail and have been using the same gear since pretty much Act 3 Normal to the start of Act 3 cruel. Fortunately, I'm still able to progress, though I feel extremely like a glass cannon. Hopefully this gets resolved once Acts 4 to 6 are released.
