Controller right stick proximity targeting oversight

I am playing Merc on controller and was realizing that attacks like Glacial bolt don't feel great because it only makes the ice wall at the point of impact and on controller it is designed to aim at the nearest target. so inevitably 1 or 2 monsters end up IN FRONT of the wall because it only makes the wall AT the enemy,

and likewise monsters that are too close
Glacial shot and Fragmentation rounds work poorly when a small enemy is to close because the character shoots into the ground, so an ice wall would only make a single dollop, and Fragmentation rounds wont pierce other enemies because the whole shot goes into the floor.

So fix this, would it be possible to set the right stick to have a targeting reticle that you can adjust where on the screen you want to shoot?
so foe example you can shoot an ice wall just in front of the enemy, or aim deeper into a pack when shooting frag rounds?
(as a side story/example, most of the gameplay with tornado shot in POE1 was that it was best to aim your shots right behind the target instead of on top of them. IDK how tornado shot works in 2, but these are types of ground targeting that seem impossible on controller as of now.)

I was thinking something like the right stick targeting is always centered on your character when the right stick is neutral, as you move it further to the side then it will go to that position, not as a constant, but as if certain axis are mapped to screen positions. (sorry if i am doing a terrible job of explaining this)
so for example, if you move your right stick 50% to the right, the target will go 50% of the screen away from your character and STOP, not just keep sliding until it hits the edge.
This way, if you need to put an ice wall to your right at a certain choke point, then continue fighting a boss full screen on the left, there is "no" travel time of the cursor, but rather you look right 50%, wall, as you move the stick to the left, you are not waiting from cursor acceleration, just straight right stick Y/X axis recognition to fight on the left.

when consoles and pc had separate realms and the pc realm had no joystick support, those skills designed for mouse weren't available for consoles.

then ggg dumped it all together and probably want players to figure it out.

means:
- dont play any skills with joysticks that were designed for the mouse.
- dont play any skills at all that got ruined with the enforced autoaiming "feature"

didn't play ts for a while but i'm sure you can't shoot behind monsters anymore.
