Ancient Vows quest bug?

I'm trying to complete the "Ancient Vows" quest. It tells me to place two relics, which I already have.

same issue, just holding the relics in inventory. in act2 it worked but in act5 the popup to insert the relics disappears when i pick up either relic from inventory
