What does darker orange stun bar mean after heavy stun?

So the stun bar builds up and you perform a heavy stun, then for a brief period of time the stun bar is a much darker orange and it fills up more slowly, before returning to normal.

I assumed this dark orange period was mechanism to prevent the player from stun locking a mob, because the stun gauge grows very very slowly while dark orange.

They updated rolling slam to do more damage to heavy stunned enemies and my question was does this dark orange period of time count as the "heavy stunned" condition? Or just the immediate aftermath after a heavy stun while they are staggered (much shorter).

From my understanding the dark orange does indeed make stunning them harder for a small duration. The second part is a good question but I'm betting that the 50% more damage only applies when the enemy is actively stunned.
I'd love if GGG could chim in here. I want to know more about the dark orange bar after a heavy stun. Does that count as a heavy stunned status? Or is it just a period of time where the enemy is taking reduced stun after the heavy stun status?
I feel like that orange bar after a heavy stun is just the period where they become much more resistant to stuns and that orange bar is there to say "Hey, don't keep trying to stun me during this period because it's useless."
