Permanet Buff POE2 Act2 / Cruel Act2

Are there plans to make the POE2 Buffs in Act and Cruel Act re-rollable like how POE1 was with the bandits? This will decide if I would have to delete my character and remake or push on until it comes out.
Ideally, it will be really helpful if we can re-roll these buffs so that we can change our build when the game updates with different nerfs and buffs and not have to keep deleting and creating new characters due to these changes
