Allocates stormcharged not working

Greetings,
I have amulet which Allocates stormcharged buff. I have lighting arrow build, crit chance is 10 percent. And not single time I was using there have appeared buff that says something about stormgarged being used. Also damage does not seem to increse. Last bumped on Jan 25, 2025, 6:20:45 AM

That does not explain why damage not increased.
